When the QOTW closes, the bot creates submission threads and creates the answer archive/forum concurrently.
However, the answer forum is necessary for posting the sample answer so if the forum doesn't exist, the sample answer posting fails resulting in the sample answer going missing if the forum creation hasn't completed in time.
This PR ensures that the sample answer forum is created before creating the review threads (which includes copying the sample answer).
